California has about 300 data centers, and the AI industry is expanding faster than the rules meant to protect us. Nationally, data centers have added an estimated $23 billion to electric bills this year. Angela supports a national moratorium on new data center construction until Congress passes real protections for workers, ratepayers, and communities.
Pause the buildout. Support a moratorium on new data center construction until there are enforceable federal standards in place
Transparency. Require every facility to publicly and continuously disclose its water and energy consumption
Make data centers pay their own way. Require full-cost payment for the grid capacity they demand, non-refundable grid connection payments, and performance bonds, so ratepayers aren't left covering stranded infrastructure — following laws already passed in Oklahoma, Ohio, and Indiana
No rewarding polluters. No tax abatements for data centers sited in communities already carrying the worst pollution burdens
Local control. Local governments must retain the authority to say no to a proposed data center
Community benefits with teeth. Enforceable agreements for local hiring, wage floors, funded training, and annual public reporting on energy, water, and emissions
Protect public health. Restrict new diesel backup generators and require public health review before siting
Bring in real expertise. Use Tech Congress and revive the Office of Technology Assessment, so lawmakers have in-house technical experts advising them instead of AI corporate lobbyists
Keep states in the fight. Defend California's authority to regulate AI and oppose federal preemption of state safety and civil rights rules
Ban AI-generated sexually explicit deepfakes and hold companies accountable
