<p>Angela Gonzales-Torres is a lifelong Angeleno, the daughter of a deportee, and an equity and justice advocate. Her path from community organizer to congressional candidate reflects a strong commitment to uplifting immigrant and working families like her own.</p>

<p>Angela Gonzales-Torres is running to represent California’s 34th Congressional District.</p><p>A lifelong Angeleno and advocate for equity and justice, Angela pursued higher education to bring that knowledge home to fight for working families like her own. She currently works in supporting people transitioning from prison into universities, helping create pathways to higher education and opportunity after incarceration.</p><p style="text-align: left;">Angela’s work also focuses on promoting intergenerational permanent affordable housing. This includes housing that brings scholars and seniors together with lifelong learning opportunities and wraparound services.</p><p>Born and raised in Highland Park, Angela is the daughter of a deportee raised by a single mother on programs like SNAP and Medicaid. She has stood with her neighbors and small businesses resisting displacement in the absence of the current congressman for nearly a decade.</p><p>From her time as President of the Highland Park Neighborhood Council, to her work in the Los Angeles Mayor’s Office, and as a regional representative on Metro’s Public Safety Advisory Committee, Angela has spent her life organizing, advocating, and showing up for her community. These are communities that face some of the region’s most urgent challenges including the highest costs of incarceration, the dirtiest air in Los Angeles County, and the largest number of eviction notices in the city.</p><p>Angela's connection to CA-34 isn’t political, it’s personal. It tells her this: it’s time for change, it’s time for courage, and it’s up to us.</p><p>She is running a grassroots, community-informed, student-led campaign to get corporate money’s influence out of our politics with the support of national and local progressive groups.</p><p>Her campaign is grounded in the belief that Los Angeles deserves real representation and respect and that on a federal level, we need a leader who reflects the courage of our people. </p><p>Angela brings both the professional expertise of a housing advocate and reentry leader, and the personal experience of a working-class representative for and from the community!</p>

Yet millions of people across the country are living paycheck to paycheck, struggling to keep up with rising rents, or experiencing homelessness entirely. In CA-34, we see this crisis firsthand — from families forced to live in their cars to seniors being priced out of their longtime neighborhoods.</p><p>To tackle this crisis head-on, I’m fighting for a federal housing system that prioritizes people, not profit. That means moving away from short-term fixes and investing in long-term solutions that treat housing as a human right.</p><h4>Expansion of Housing Choice Vouchers and Emergency Rental Assistance</h4><p>Too many families are waiting years — even decades — for a Housing Choice Voucher that could help them afford stable housing. I support fully funding and expanding the Housing Choice Voucher program so that it becomes an entitlement available to every eligible household, not a lottery system.</p><p>Additionally, we need permanent, robust federal support for <strong>emergency rental assistance</strong>. During the pandemic, we saw just how critical this lifeline was. Families should never be at risk of eviction because of an unexpected job loss or medical emergency.</p><h4>Federal Incentives for Permanently Affordable Housing</h4><p>I will fight to create <strong>federal incentives for the development and preservation of permanently affordable housing</strong> — including units that are income-restricted and protected from market speculation. This includes:</p><ul><li><p>Offering direct federal funding and tax incentives for nonprofit housing developers</p></li><li><p>Conditioning federal housing funds on affordability guarantees</p></li><li><p>Prioritizing local governments that commit to long-term affordability goals</p></li></ul><p>Permanently affordable housing isn’t just a temporary fix — it’s a generational investment in community stability and equity.</p><h4>Strong Support for Community Land Trusts</h4><p><strong>Community land trusts (CLTs)</strong> are one of the most powerful tools we have to take housing out of the speculative market and put it into community hands. CLTs allow communities to own the land collectively, while individuals can build equity in their homes — ensuring permanent affordability and local control.</p><p>I support significant federal investment in CLTs, including:</p><ul><li><p>Direct seed funding to expand existing trusts and help new ones form</p></li><li><p>Technical assistance and capacity-building grants</p></li><li><p>Preferential access to surplus federal land for CLT use</p></li></ul><p>This is how we create housing models that work <strong>for</strong> our communities, not corporate landlords.</p><h4>Rapid Rehousing with Wraparound Services</h4><p>Rapid rehousing is more than just putting a roof over someone’s head — it’s about addressing the <strong>root causes</strong> of housing instability. I support national expansion of rapid rehousing programs that include:</p><ul><li><p><strong>Mental health care</strong>, including trauma-informed therapy and substance use support</p></li><li><p><strong>Workforce development and job placement</strong> services</p></li><li><p><strong>Childcare and transportation</strong> assistance for families transitioning back into stable housing</p></li></ul><p>Housing-first must also mean <strong>services-first</strong> — because no one heals from homelessness without support.</p><h4>A Proactive, Preventative Approach to Homelessness</h4><p>Rather than responding to homelessness after it happens, we must build systems that <strong>prevent it entirely</strong>. I will advocate for a <strong>comprehensive federal review</strong> of homelessness risk factors, leading to:</p><ul><li><p>Early-warning systems using data from eviction courts, schools, and social services</p></li><li><p>Emergency intervention programs for at-risk individuals and families</p></li><li><p>Increased coordination between HUD, HHS, and local agencies</p></li></ul><p>Homelessness is a policy failure — and we have the tools to stop it before it starts.</p><p><strong>Housing is a right — not a commodity.</strong> We can and must build a country where everyone has the dignity of a safe home, where our communities are made stronger by affordable housing, and where no one is left behind.</p><p>Let’s fight for a future where housing security is the norm — not the exception.</p>

While defense contractors make billions in profits every year, veterans have some of the highest rates of homelessness, suicide, and mental health crises. At every step, these budgets happen at the expense of the American people – especially those who are shipped overseas to fight politicians’ wars for them.&nbsp;</p><small><p><strong><br></strong></p></small><p><span style="color: var(--color-text); text-decoration-color: var(--color-text)"><strong>I’m running to end the blank checks for war, bombs, and weapons, and to demand that money be re-invested in our communities where it belongs. War is not a foreign policy. </strong></span>As one of the most powerful nations in the world, we should be leading with diplomacy as the center of our foreign policy, and stop letting corporate defense contractors and warmongering politicians steal our money and lead us into wars no one wants.</p><p><br>One of the most horrifying atrocities actively happening right now is the genocide in Gaza that the Israeli military is only able to commit with the financial and political support of the US government. Unlike my opponent, I refuse to let AIPAC buy my silence in the face of genocide, apartheid, and famine. I will fight for an immediate arms embargo, ceasefire, and a massive influx of humanitarian aid to end this genocide and deliver on the promise of Palestinian freedom and self-determination. I will support the Ceasefire Now and Block the Bombs Act in Congress and never vote to send weapons to the Israeli military.
